Cortelyou served only a year before being called to manage Roosevelt’s presidential campaign in June, 1904. But his successor, California congressman Victor H. Metcalf, found that the work of organizing the Department had been “as thorough and complete” as was possible. The new Department of Commerce and Labor was one of the largest and most complicated in Government. It included a Bureau of Corporations, Bureau of Immigration, Bureau of Navigation, Light House Board, Steamboat Inspection Service, Bureau of Statistics, Coast and Geodetic Survey, Bureau of Standards, Bureau of Census, Bureau of Fisheries, and the still to be organized Bureau of Manufactures. The Department of Labor became once more a Bureau of Labor and accounted for only one percent of all personnel.

Offices of the NOAA include the National Weather Service; the National Marine Fisheries Service; the National Environmental Satellite, Data, and Information Service; the National Ocean Service; and the Office of Oceanic and Atmospheric Research. Commerce provides the research which is critical to maintaining a stable economy. For example, if last quarter’s GDP is revised downward, Wall Street investors may turn bearish because they anticipate a further decline in growth.

As part of the Obama administration’s economic team, the Secretary of Commerce serves as the voice of U.S. business within the President’s Cabinet. The Department works with businesses, universities, communities, and the Nation’s workers to promote job creation, economic growth, sustainable development, and improved standards of living for Americans. Through its 12 bureaus and nearly 47,000 employees located in all 50 states and territories and more than 86 countries worldwide, the Department administers critical programs that touch the lives of every American. It is made of up economists, Nobel winning scientists, foreign service officers, patent attorneys, law enforcement officers, and specialists in everything from international trade to aerospace engineering.

The Economic Development Administration, established in 1965, works to generate economic and job growth in the United States, including developing the economies of distressed areas experiencing high unemployment; low income levels; or sudden, severe economic hardship. It funds public-works projects for public, private nonprofit, and American Indian groups, including industrial parks, roads, water and sewer lines, and airports. It also provides technical assistance and grants in order to promote business development.

Commerce is the agency that manages the National Weather Service, National Oceanic and Atmospheric Administration, and the Foreign Commercial Service. The Secretaries of these departments and the Attorney General, who had been appointed under the act of September 24, 1789, became members of the first Cabinet. Roosevelt wanted the new department to have the power to investigate corporate earnings and to guard the rights of the workingman. At this meeting, Alexander Hamilton, in a proposal cosigned by James Madison and Edmund Randolph, recommended a general meeting of all the states at a future convention. The success of the Mount Vernon Conference led James Madison to write Washington about a proposal for a meeting with commissioners from other states to discuss matters of interstate commerce. A resolution appointing commissioners was introduced in the Virginia House of Delegates. The Virginia commissioners were to meet with other state delegates “to consider how far a uniform system in their commercial regulations may be necessary to their common interest and their permanent harmony.”

ITA enforces free trade agreements and takes action on violations of international trade law, strengthens U.S. industry competitiveness by analyzing trade data to use in developing trade policy, and enforces anti-dumping violations. The National Telecommunications and Information Administration (NTIA) was formed in 1978.
